9-1-1 Plans
A competitive local exchange carrier (CLEC) intending to provide local service in any county comprising the MESB is required to submit a comprehensive 9-1-1 Plan to the Minnesota Public Utilities Commission (MN PUC) prior to providing local service in that service area. The 9-1-1 Plan details how the CLEC will provide 9-1-1 service to its customers. On an ongoing basis, CLECs are responsible for updating their 9-1-1 plans to keep them current.
How are the MESB and its member counties involved with 9-1-1 plans?
The MESB reviews all 9-1-1 plans for CLECs operating in the metro area for compliance to the metro area and state 9-1-1 system and service standards. The MESB monitors 9-1-1 plan activity at the MN PUC and provides comments on filings related to the metro area. The MESB can also provide CLECs guidance on the metro area 9-1-1 system and service requirements.
The MESB requires CLECs operating in the metro area to annually submit Addendum A to the MESB’s 9-1-1 Manager at 911_Dir@mn-mesb.org.
